Promoter of the ND4E Petition to the European Parliament:
A European Special Plan for Sustainable Development and Employment
On Tuesday October 11, 2016, the ND4E Italian Committee met in Rome, at the CGIL premises. Representatives of CGIL, UIL, CIME, ANCI, CESI, GFE, MFE-Rome were present, while ARCI, ACLI, AICCRE, Legambiente justified their absence.

Bonjour à toutes et à tous,
nous sommes heureux de vous apporter ci-dessous de bonnes et importantes nouvelles sur le développement de la Campagne ND4E par le biais d’une Pétition auprès du Parlement européen.
ND4E Petition has been declared admissible
ND4E Petition has been declared admissible and will be discussed by the Committee on Petitions of the European Parliament next 20 June, 2016.
On April 20 the Petition New Deal 4 Europe (ND4E) has been declared admissible by the Commitee on Petitions of the European Parliament (EP) and has been sent to the European Commission, which shall give its opinion within next weeks. The Petition will be put on the agenda of the Committee on Petitions, that will open a discussion on it in the presence of MEPs belonging to other Committees, the European Commission and the petition promoters, next 20 June in Bruxelles at the European Parliament.
The impulse provided by Jo Leinen (MEP for the S&D, President of the European Movement International and former President of the EP Constitutional Affairs Committee) has been successful. But this success is mainly due to the large international lineup composed of trade unions, civil society movements, personalities of the political and cultural world and MEPs which the ND4E European Committee has put together.
The imminent conclusion of the work of the Commission on European budget own resources, chaired by Mario Monti, and the review of the Multi-annual Financial Framework scheduled for the end of the year, are opportunities that can allow us to intervene and have an influence on the decisions that are now on the political agenda.

CIVIL SOCIETY MEETS THE EUROPEAN PARLIAMENT
Tomorrow, Tuesday 15 March at 12:30, at the European Parliament building in Brussels, the European citizens, represented by many civil society organizations from all over Europe (with a majority of Italians, Frenchmen, Spaniards, Germans, Belgians and Czechs) will present to the European Parliament the Petition New Deal 4 Europe, which asks the EP to provide for more European budgetary resources for sustainable development, employment and security.

The New Deal for Europe Campaign Continues

The Juncker Plan represents the most significant achievement of the campaign New Deal for Europe (ND4E) begun with a European Citizens' Initiative (ECI) in 2014. After seven years of austerity policies, the President of the European Commission has finally declared that growth and the creation of new jobs (the objectives underlying the political proposal of ND4E) are his priorities, specifying that there is hurry and he seems to link the fate of his mandate to the success of his investment plan, because he is convinced that it can provide the answer to what citizens demand. We are those who coined the slogan ND4E which is now on everyone's lips, from Tsipras to Renzi and Ségol, and Juncker himself has used it.

On October 12, 2015, the ND4E petition was presented to the European Parliament, and it was registered at the petition office with the number 1049/2015 (October 21, 2015), listing as applicant and petitioner Lucio Levi, the representative of the European Committee, and as supporters the organizations, the mayors, the personalities and the unions that had joined.

Les coordinateurs français de l’initiative citoyenne européenne « New Deal 4 Europe » reviennent sur le succès en demi-teinte de leur initiative. Certes, elle n’a pas atteint le nombre de signatures suffisantes, mais elle a su convaincre les dirigeants européens pendant les élections de 2014 et elle prendra partiellement forme grâce au plan d’investissement de la Commission européenne, nommé « plan Juncker ». Aujourd’hui, son comité veut poursuivre le projet et lance une pétition.
Le Plan Juncker représente le succès le plus significatif de la campagne New Deal for Europe (ND4E).
Après sept ans de politiques d’austérité, le nouveau Président de la Commission européenne a affirmé que la croissance et la création de nouveaux postes de travail (objectifs qui étaient au centre de la proposition politique ND4E) seraient ses priorités, il a spécifié qu’il était urgent de passer aux actes et a semblé lier le destin de son mandat au succès du plan d’investissements parce qu’il est convaincu que ce dernier représente la réponse à ce que demandent les citoyens.

La proposition d'initiative des citoyens européens « New Deal for Europe », présentée à la Commission européenne le 7 janvier 2014, avait deux objectifs principaux :
1) obtenir de la Commission européenne la présentation d'une proposition législative pour un plan européen extraordinaire de développement durable et pour la création d'emplois ;
2) doter le plan susvisé de ressources additionnelles à celles du budget européen actuel à travers une taxe sur les transactions financières et une « taxe carbone » sur les émissions de CO2.

Dear all,
the proposals we submitted to the European institutions with our European Citizens Initiative (ECI) New Deal 4 Europe For a European Special Plan for Sustainable Development and Employment have now been acknowledged, although partially, by the Juncker Plan. We had pointed out that the Plan, for its implementation, had to be financed through European own budgetary resources (in the first place, an additional budget for the euro-zone) coming from European taxation (taxes on financial transactions and CO2 emissions) and from a European loan in European project-bonds.

Dear Mr. President,
In the words of Your speech before the European Parliament on October 22, we could recognize the contents of the proposal put forward by the European Citizens Initiative (ECI) “New Deal 4 Europe” www.newdeal4europe.eu, calling for the urgent implementation of a European special Plan for sustainable development and employment.
On that occasion, you declared: “This investment program (€ 300 billion in three years) is very important for me, and the attempts initiated to make me deviate from it will come to nothing”. You also added that the program “cannot be financed by new debt” and that you “intend to present it before Christmas, because we are in a hurry”.

Scopo dell'iniziativa: presentare in Toscana la campagna “New Deal for Europe” (http://www.newdeal4europe.eu/) partendo proprio dall'adesione del Presidente della Regione, Enrico Rossi.

Il 22 ottobre di fronte al PE Juncker ha detto: «Questo programma di investimenti [300 miliardi di euro in tre anni] mi preme molto e i tentativi avviati per tentare di farmi deviare non sortiranno alcun effetto». Il programma, ha aggiunto, «non può essere finanziato con nuovo debito», e anziché presentarlo, come previsto inizialmente, entro i primi tre mesi della nuova Commissione, «il vicepresidente Jyrki Katainen e io abbiamo intenzione di presentarlo prima di Natale, perché c'è fretta». Infatti, ha aggiunto, «le economie che non crescono non creano neanche occupazione, e la creazione di posti di lavoro è una priorità». In altri termini, il Presidente della Commissione sembra legare il destino del suo mandato al successo del piano di investimenti, perché è convinto che quest'ultimo contenga la risposta a quanto chiedono i cittadini. Nelle parole di Juncker c'è il riconoscimento della priorità degli obiettivi della crescita e dell'occupazione che ispirano la proposta politica di ND4E. I fatti ci stanno dando ragione. E' la conferma del successo politico della nostra proposta, che nel corso della campagna elettorale europea aveva ricevuto il sostegno di cinque dei sei capilista dei principali partiti europei. Abbiamo lanciato una parola d'ordine che corrisponde ai bisogni di vasti strati della popolazione europea e la politica non può fare a meno di riconoscerlo.
