In a debate that took place in the European Parliament many MEPs argued the European Youth Initiative only has 6 billion euros for 1 million young people unemployed.
"One million young people in the EU are not in training, education or any kind of job. They are on the way to being excluded from society. We have to invest 3 billion euro to create jobs in energy transition and not forget the young, because that would mean forgetting the future", urged Karima Delli (MEP).
One of the main objective of our New Deal 4 Europe citizens' initiative is "a special European Solidarity Fund to create new jobs especially for young people". And we demand a EU special program of public investments for the production and financing of European public goods such as renewable energy.
After his nomination as Vice-President of the Commission in charge for jobs, growth, investment and competitiveness Jyrki Katainen in a debate with the MEPs (Strasbourg, Sept. 17) presented the position of the Commission on the preparation of the euro area summit to take place on 24 October 2014 on the occasion of the European Council.
In brief the proposals about the investments are the following:
[..] At national level, countries with large current account surpluses should commit to investing more. In addition, all countries should prioritise investment in research and development and key infrastructures within their public spending mix. At European level, European resources, such as the European budget and the EIB, should be used in particular to leverage private investment. We need a stable and robust banking sector and well-functioning capital markets to provide accessible credit to the real economy.[..]
Mr. Katainen doesn't make any mention of the 300 billion European investment plan to create jobs as requested by Mr. Juncker in the letter of designation.
In a letter sent to her colleagues after Mr. Katainen speech Barbara Spinelli (Vice-President of the Committee Constitutional Affairs of the EP) underlined that "The real solution might be the one put forward by the European citizens’ initiative “New Deal 4 Europe”, with EIB interventions and two European taxes: a financial transactions tax and a carbon tax. This may result in an increase of the EU’s own resources, which was rejected by the European Council in spring 2013".
The integral speech of Mr. Katainen and the letter of Mrs. Spinelli can be read here.
